If you want to understand the first few issues of Secret Six to the fullest extent, read Villain's United first, then pick up at Secret Six 1. If you just want to read it for enjoyment though, just start at #1. They have TPB's out for most of the beginning arcs. If you don't have that kind of cash and just want to start at the most resent arc, then start at #25. 24 is a good stand alone issue though for those who just want a good story
