It doesn't really surprise me that Steve Rogers is returning as Cap with the movie looming. I'm not sure I know what they may do with Bucky, but I think that a line drawing in the Fear Itself Spotlight book may give some clue to his fate (it shows the old Captain/US Agent uniform).
Besides which, I still remember when Marvel only had two rules about deaths: Uncle ben stays dead, and Bucky stays dead.
