Location: Hell's Kitchen, NYC. Midday, unpopulated, all buildings are only about 2-3 stories tall.
Rules: -Green Goblin is Norman Osborne. He has his unlimited razorbats, a bagful of pumpkin bombs (assume 10-15), glider (no weapon attachments), projectile gloves. -Doc Oc is pre-current condition and has his titanium arms (which are capable of withstanding explosions from pumpkin bombs and blocking electric attacks from Norman's gloves) -Doc Oc begins on the rooftop of a 1 story building. -Green Goblin begins on the other side of the street, hovering at the same height. -The argument of 'Green Goblin stays out of reach and bombs Doc Oc is not valid. Green Goblin has no feats to prove he can accurately use his projectiles well beyond the reach of Doc Oc's arms. So, don't bother. Debate with style, foos. -Morals apply. -Standard elimination rules apply.

I feel like it's mandatory regarding Green goblin. There's always the "he flies out of range and bombards the person." Yeah, too bad he's never done that and is almost always within reach. We expect a better quality of debate here and I won't stand for that crap. *Great, now I've ruined the thread and everyone will just say that in an attempt for lolz *

Seriously now, i think Ock might win this. As K4tz already stated, it's not in Goblin's character to be out of reach and since morals are on, it's highly doubtful the he will do it. And Ock is fast enough to attack on his glider and destroy it, giving him the chance to destroy Osborn in close combat, IMO. =]

One a separate note, I think it would be pretty awesome to see an octopus flying through the air battling a goblin.
