Technically anyone could be. Mr. Freeze would be interesting though. I can't really see characters like Bullseye or Carnage ever taking an honest turn to working as a hero. Same was demonstrated with Crossbones. Right when he had the chance, he killed a cop just for the sake of it. Well since it was in an alternate universe I wasn't sure that characters abided strictly by previously established character/personality.

Likewise, people like the Red Skull and Norman Osborn are hopelessly villainous.
I always thought that the Rogues would make good good guys. They already have their own code of ethics and some of them have been good a couple times.

I think more DC villians can become heroes than marvel ones. and speaking of rogues cap cold will be a hero in flashpoint.
