It was actually during the Spectre's on-going by Ostrander. Much like it was to be expected, such a story could never go like it should have: Joker is about to kill someone, Spectre appears, turns him into a toaster in a single panel, Spectre leaves, the guy who was about to view orchids from 6 feet under, takes the Jokster for future use.
No, in fact Joker binded with the Spectre for a while, and Jim Corrigan had to team up with Batman to stop him. When Corrigan regained hold of the Spectre, he decided to turn the Joker sane, and as a result, the Joker went catatonic.
Which was of course retconned a month later.
He went looking for him because he's one of the most terrible criminals around, so it was kind of his job to find him. LOL @ all of that Poor Spectre. The Joker is just to good for him

He threw a couple of razors at him that slowed him down long enough for him to escape.
Yes, sir, the guy who dodges bullets and tags Flashes couldn't dodge a couple of razors.

You know, when I think about it, an awful lot of plot in Ostrander's run came from Corrigan trying to understand everyone by entering their souls, effectively putting nerfing himself to be put in danger. I get it's not easy to write for someone effectively omnipotent, but it gets overused.

In order to retain tension, the main character has to take a dive at times.

You never know until you try. Fine I nominate Sarah Pezinni, the bearer of the Witchblade. For starting off as a confused cop with an uncontrollable object she can't get rid of to rising a true hero after going through the fires. As Top Cow's flagship and a totally awesome series to read. I think she deserves to be character of the month.
