Regardless of your position on Bucky, Steve Rogers' skills and abilities are utterly wasted picking up the shield. This is like having Thor do forensics, it makes no damned sense.
Instead of making Steve Cap, they should have crafted a story whereby the current Avengers have to go back to World War 2 and stop some bad guy from stopping Steve Rogers from becoming Captain America. This allows them to give Captain America the publicity he needs while not alienating the current fan base. Marvel is just too lazy to come up with a way to satisfy their current fan base while attempting to gain more.
This angers me, this is greed over art.

I know that seems illogical given that he was Captain America but his skills and abilities demand he do more than Captain America can. Captain America has but one shield to protect the innocent. Steve Rogers, as the director of SHIELD, has many shields to protect the innocent. His eidetic memory, superior mental processing, tactical acumen, and incorruptibility make him the best possible choice for his current job.
Most forget that Thor as Donald Blake is a doctor and could be an effective forensic scientist but is that really the best use of his skills and abilities? As Donald Blake, he can only save lives after they are put in danger. As Thor, he can stop them from being put in danger. Who saves more lives? Thor or Donald Blake?

In all honesty though, thanks for the kind comments. I know that not many people like Bucky as Cap but his time as Cap is his time for redemption for all the evil he did as the Winter Soldier. When Steve used the Cosmic Cube to restore Bucky's memories, it left Bucky with the memory if himself as a hero and his memory of himself as villain. The only way he can live with himself after all he did is to do as much good as possible with the time he has left on this Earth. Steve has already done as much good as he can with the Shield. All that being said, I would not mind if Tony Stark stepped down and Bucky took up being Iron Man, he already has a prosthesis and is far better trained than Tony. This would allow Clint Barton to become Captain America as I don't like his Ronin persona too much and Kate Bishop is Hawkeye. Maybe this would be a better compromise?
