Batman's because he has the Joker, Bane and Ras Al Ghul.

Doesn't matter, he has Joker, Bane and Ras Ghul. That makes all arguments against Batman's rogue's gallery void and null.
Plus he has other great villains too: Hush, Penguin, Riddler.

Superman because they always seem to match up with him and test his limits, whether it be intellectually like Brainiac, psychologically like Manchester Black, or physically like Hank Henshaw. Some of my favorite villains are in his rogues gallery and they're so good that the Green Lanterns borrowed some of his rogues. Superman's character was always well-defined for me when he faced off against a rogue because he had the potential to get his ass kicked or outsmarted, but he finds a way to win, whether it be for the people or the world.
Flash rogues too. Good character development, constantly have to match up with the Flash, when most of his rogues are nowhere near his speed, but they compensate for it with their planning/tactical minds, and they're badass.

I'm fairly torn between Wolverine and Spider-Man's galleries... I do have quite a few favorites from Batman's too, obviously.

I always felt that Two-Face was the best character out of Batman's rogues, and it was never really close too.

Hanamichi Sakuragi, o rly? I've always been fan of Bane the most. Deadshot is an extremely close second, despite him not really being a Batman villain anymore.

While I love Joker as villain, I've generally prefer Ras and Bane personally because of the impact their more limited appearances have had.

Call me odd, but Joker has never been all that appealing to me. I don't mind the character by any means, but I've never been especially interested in him, either. (And yes, I've read The Killing Joke)

Deathstroke is more a Teen Titans villain thought... It's still valid to call him an Ollie villain as well. Deathstroke is all over the place, but he's had his share of encounters w/ Ollie to call him a foe of his, IMO.

He's appeared a lot in Batman too. Doesn't make him a Batman villain. He was introduced in Teen Titans and all his major runs were with them. As were the most important arcs he was involved in.
So I disagree with you here. Now, Constantine Drakon here's a good Ollie villain...

I'm simply saying I PERSONALLY believe they'd had their share of encounters where they'd consider each other to be foes. Not that he's PRIMARILY an Ollie villain.
