Has there ever been an episode where he doesn't have his powers and the episode was good?
Hidden, he gained his powers and stopped the nuke, so that doesn't count.

They have done this a lot of times, Leech, Blue, the first episodes of Season 5 on the top of my head.

Well there was an episode in the beginning of Season 5 where didn't have his powers at all. With the metahuman twins and the guy with the electricity. I liked it. It showed that he is smart and can defeat the bad guys without the use of his abilities.

But season 5 as a whole was rather crap. Only good episode I liked was Hidden.

Hidden was the one where he gets shot and die, right? I don't really know the titles of many episodes. I thought season 5 was good. The seasons that I didn't like a lot were 3, 7 and maybe 9. 10 is good so far IMO.
