It showed he had potential in the comics, but if no one uses his potential, what good is he? He has been around for a long time and It doesn't look like anyone is interested in him much. Well some of my favorite characters are characters with awesome potential no one has ever used in a comic. Just because no one uses them doesn't mean they are good for nothing, nor does it mean they need to adapt or die out. It just means the writers are idiots for not recognizing and utilizing said potential. Potential doesn't give a character quality or quality stories though, which is the point of the thread. The severe drop in qualitiy between Batman's villains. When Mr. Freeze gets a good story, I will consider him a quality villain. Until then, not so much.

I don't disagree Strafe.
Though you did ask me what is there to like about the character. I was focusing more on that point than what you've originally said.

Haven't you ever seen Batman TAS? Freeze is one of the most sympathetic, interesting and memorable characters there. I'm not a frequent Batman reader, but I'm pretty sure the modern Freeze is copied from the cartoon. I loved Batman TAS, but all the stuff I have read with Mr. Freeze in comics hasn't been nearly as good. Funny the exact same thing can be said for the riddler, when was he even a threat in the comics? many of batmans rogues are quite pathetic when it comes to threat levels.(laugh at flamingo all you want people but he took on jason, dick, damian and scarlet at once head on) freeze, riddler, penguin, scarecrow are all laughable, these guys get owned by cops and henchmen.they have one or two charms which makes them appealing to people but that's about it. Theres a reason why morrison has only used joker and the al ghuls',all the other villians are of his own creation or are revamps (lord deathman).

At least Riddler has the intelligence that makes Dick look like child's play and has one-shotted henchemen for second guessing him. Not to mention he has had character development (Romances and Even reformation) Penguin and Mr. Freeze haven't had any of this. That makes him a quality villain IMO.

The problem with his villains is that they never let them move beyond their own idiosyncrasies. Every time they try, they get pushed back into their old cliches.
All of the Joker's Asylum stories about the villains are really good, I suggest you read them if you have not.
Man-Bat's attempts at being good during Battle For The Cowl was interesting.
Scarecrow's Scarebeast transformation in As the Crow Flies made him more of a physical threat to Batman at the cost of his intellect which provided a kind of Hulk-like situation which was interesting.
Mr. Freeze during Snow was rather interesting but Snow would have been interesting without him.
I like Penguin as an information broker as he provides a nice low tech alternative to the Calculator.
Two Face is only good when written well. His Gotham Central appearance was quite good as was his No Man's Land. I agree that he needs to move beyond the coin.
