OK, so far, we've got the following commonly agreed rankings:
7 - Lady Shiva, Cassandra Cain, Batman
6 - Bane
4 - Catman
3 - Spider-Man
Pending (proposed rankings in brackets) - Steve Rogers (6-7), Mr X (7), Taskmaster (7), Connor Hawke (6-7), Clint Barton (4-5), Katana (6-7), Mockingbird (5), Harley Quinn (3-4), Catwoman (5), the Falcon (3-4).

WE NEED DEBATE ON THESE: Steve Rogers (6-7), I'm likely alone here, but I'd like to give him a 6. Mr X - I think we can all agree 7. Taskmaster - Despite low showings, it's more than clear that's the fault of the writer. His knowledge and good showings should warrant a 7 to me. Connor Hawke (6-7) - No opinion. Clint Barton (4-5) - I believe a 4. Katana (6-7) - No opinion. Mockingbird (5) - I believe a 4. Harley Quinn (3-4) - I believe a 3. Catwoman (5) - I believe a 4. the Falcon (3-4). - I believe a 4.

I'm for Steve to be given a 7. Yeah, the exact number of styles mastered may not be immense in comparison to other 7s, but his combat showings more than make up for it and show he can hang with the very best. Pretty sure you'll find Vance agreeing with your 6, though.
By the way, someone asked what would Bucky's ranking be. I'd give him a 6. Excellent track record since his return, trained by the military as well as the Soviets in multiple forms of combat, and assassination techniques.

To futher my point from before with Sensei. He made Batman look like a rookie when he fought him. I-Ching and O-Sensei are said to be on par with him. I-Ching trains Wonder Woman. O-Sensei trained Richard Dragon and Ben Turner.

I've read the O-Sensei's appearances, and we know he trained Ben and Richard for 7 years in a row, but other than that, I don't recall him ever engaging in a fight.

Sherlock, we'll get around to everyone. I'd just like to start forming some kind of a list to put it in the OP and then we'll continue to add.
As for Deadpool, I believe he should be a 5-6. Wesker should be hard to determine because his speed is what gives him a huge edge. How would you rank his fighting abilities?

I would give him a high 4 low 5 he was highly trained in combat but nothing spectacular his big problem is his overconfidence (Note i was going for powerless here otherwise some people would be off the charts)

I think even Shiva asked him for help. I can't remember what for, but at the time she was one of the deadliest fighters. And she's not the type to ask for help. Shiva teamed-up with Ben and Richard several times during the 70s. She's been written rather differently since then.
I haven't read much of Vic Sage to tell. I know Sloth is a fan.

I'm not sure where i would rank Cap, but i would give to DD a 6. And since i have started to consider Steve to be on a similar level, i would put him on a 6 as well, but that;s just my opinion.

Most of the top dogs of DC and Marvel hover around 6-7 by those rankings: Wolvie, Steve, Iron Fist
Same for DC: Bruce Wayne, Richard Dragon, Lady Shiva, Cassandra Cain
Others: Ian Nothingham (Top Cow)

Can you display feats to prove Ian is deserving of a 7? Don't have scans obviously. But Catching 5 bullets from close range. Dancing around the super-human Sarah. Bullet timing effortlessly. By skill alone fighting off 4 super-human mutants. Really, there isn't much in terms of feats of fighting that he hasn't done. He's known in Top Cow as the worlds most lethal assassin.
