I want to say Falcon here. I mean, he's got the flight advantage, plus his own bird that could distract Harvey pretty well. Yeah, going with Falcon.

Given the starting distance, Two-Face has the advantage. If they started a little farther apart, then Falcon may be able to gain an opportunity for an aerial maneuver and coordinate an attack, but only 20 feet apart, Two-Face should be able to just fire away and kill Falcon. I am more than open to someone correcting me though. This is all assuming, however, that Two-Face decides not to waste time flipping a coin before he attacks. (Joking.)

IIRC, Falcon's a bullet dodger and Harvey isn't exactly the most accurate of shooters, not to mention Falcon has more room to maneuver, his bird(which could make a good distraction) and if all else fails loop de loop for the win.

From my understanding, his first course of action would be to fly. In doing so, his chances of dodging an attack become less concrete. Two-Face may not be Deadshot, but he is a decent enough shot to hit an opponent 20 feet away. That said, Falcon would have to actually dodge the bullet. I doubt he could fly above the shot before it could reach him. Redwing may be a nuisance, but generally, I believe Falcon tends to fly before anything else. If you want to make a case about him deciding to dodge instead, how much time does he actually have to strategize before a bullet flies at a few thousand feet per second over a distance of 20 feet and nails him? Two Face was trained in sharp shooting by Deathstroke and is able to hit Nightwing on his glider from well over 200 yards away and was trained in h2h by Deathstroke and Batman and is able to give Nightwing a good fight in hand to hand

IIRC, Falcon can in Fly in excess of 250 mph. Too fast for Harvey to tag IMO.
