I thought that I should take the liberty of doing this because I'm curious if there are any great comic book marksmen I haven't heard of and also because I'm feeling unwell and immobile anyway.
Tier One - Pretty much what we all real world mortals are capable of. You shoot ten paper balls at the bin ten feet away and none of them goes in. You take five minutes to figure out the safety of a firearm and it goes off in your face.
Tier Two - Trained. Familiar with certain weapon or projectile.
Tier Three - Gifted and well-trained. You're considered an expert at utilizing a certain projectile or firearm.
Tier Four - Olympian-level. You can hit virtually every stationary target, regardless of the conditions.
Tier Five - World-class level. The Olympics are too easy for you. When you miss, people reckon that you're sick. The best of the best.
Tier Six - The laws of physics are no match for you.
The list next to each of the characters shows their proficiency with the art or object, not necessarily that their skill at all of them matches the tier number they're in.

During Justice League, Hal said that Roy was a better marksman than Olivier. I don't know if that's still the case. Just pointing it out.
I believe Bullseye and Deadshot should be in tier 5 as well.

During Justice League, Hal said that Roy was a better marksman than Olivier. I don't know if that's still the case. Just pointing it out. I believe Bullseye and Deadshot should be in tier 5 as well. Does Bullseye get a 5 in all three types of weapons?

I don't think you should restrict to them rules. I haven't read a lot of Marve; stuff. But I know of Bullseye's abilities. And I've seen him get great shots with a shoutgun. And even better shots with paper cards.

And even better shots with paper cards. You mean the categories? They make things complicated but wouldn't it make things confusing if someone is placed in five for his skills in archery and yet has never fired a gun? How about this? Whenever someone is proficient with a weapon to the point that it is deserving of a five, we put them in that tier but also list the weapons they're most adept with.

The latter works for me. ;D Frank Castle would be a 4. He is a cut below other marksmen like Floyd. And even better shots with paper cards. Don't forget cardboard planes . What about Gambit and his cards?

My Marvel titles consist of Daredevil, Immortal Iron Fist.
Possible looking into Amazing Spider-Man and Captain America titles.

Hawkeye (A), Red Arrow (F), Merlin (A), Lt Smith (F), 5 Conner Hawke (A), Javelin (P) 4 Not that it matters, has Hawke regained his proficiency in archery? I heard that he lost his talent at it when got his powers. Should he be ranked for his skill with shurikens?

Perhaps you should Make rank 6, for people who don't miss. Probably a good idea. I orignally wanted to make seven tiers like it is always done here but I didn't think that there be enough noteworthy marksmen. Should everyone currently in Tier 5 be transferred to Tier 6?
