If you haven't been following the Red Hulk's series under Jeff Parker then you've definitely been missing out. He's eradicated the stench of the Loebforce and sent Thunderbolt Ross in an interesting new direction. If you want to catch up on the first arc, Scorched Earth you can do so here:

One of the best things that Parker has done is establish a new rogues gallery for everyone's favorite red monster. I present to you, the Comics Ledger, the Red Hulk Rogues!
General Fortean
General Fortean served under General Ross in the US armed forces for several years. He now believes that the Red Hulk murdered him. So far, Rulk has refused to admit his real identity to Fortean so his identity as Red Hulk won't tarnish his military record. Fortean has followed him across the entire country, making it his personal mission to destroy the Red Hulk. He's and launched a series of devastating attacks on Ross and also infected him with nanites which prevented him from transforming back to General Ross.
Zero/One
Zero/One (Parul Kurinji) was an Indian scientist at the Omnisapient Organization. She was working on a project involving a technomorphic alloy when the Red Hulk saved her from the lab exploding. Unknown to the Red Hulk, MODOK was also involved with the Omnisapient Organization and created a virus that along with the technomorphic alloy altered her physical being. She is now a hybrid being of technology and human physiology. She can transform her body into any technology she wants including weaponry. She is now completely void of human emotion and hellbent on destroying the Red Hulk.
Black Fog
Black Fog was a bogeyman in India and a serial killer. His stories haunted the imagination of the locals. He was caught by locals and tortured until Zero/One (herself a native of India who had heard stories of him as a youth) rescued him and rebuilt him as the perfect weapon. He is a swordmaster who according to Zero/One cannot be killed by any known weapon. He can also travel via the black fog that signals his arrival. He has been shown to be able to single-handedly battle the Red Hulk in combat and physically wound him with the energy swords he carries.
