I think they'll start with him being a complete mystery, because honestly it doesn't really matter whom he serves. He's there to put bad guys in their personal horror stories and be awesome about it.
Also, if they don't go with Corrigan, there will bee blood.

There are two ways I can think of that they could go about doing this. Focus on a cast of characters (likely other police officers?) that unwittingly search for the Spectre (he does brutally kill offenders, and just because you kill murderers, rapists and what have you doesn't mean it won't attract attention), and keep him a mystery while dropping hints about his identity, or, have him be the focal point of the series, in which case you kind of have to nerf him since it will be difficult to come up with a genuine challenge for him besides the occasional demon of the week.

I could see it being a compromise between the two, with both policemen and the Spectre being followed.
I also imagine that they'll update his origin to being newly deceased, in which case the police would also probably be searching for his own killer too, while uncovering disturbing clues that he might be alive.
Or they could go completely differently and have him act alive and an active cop by day, while murdering criminals by night. Like the short cartoon did.

I think I'd like the last option the least. Being alive rather perplexes things. One of the key elements of the character is his numbness, even though I guess they could make it so that the Spectre slowly deprives him from his humanity or something.

To clarify, but alive I mean he's really as dead as they get, but he's simply acting like his alive, like Ostrander's Spectre did on numerous occasions.

Oh, then I'd be cool with that. Jim was acting as a private detective for Ostrander's run, I wouldn't mind seeing the same pattern here. Particularly if the series opens with Jim/The Spectre being at it for decades, much like the comic book version, and the police officers eventually realise Jim Corrigan was murdered 50 years ago.
