Captain America and Batman have switched Universes. Batman is a legendary hero in the 616 universe, and Captain America is an icon in New Earth. On one tragic day, both heroes fell. Like, for real dead. No time machine guns, no alternate dimensions, they're dead. But their worlds just wouldn't be complete without a proper Batman and Captain America. Here's where you step in, Ledger. Who in the 616 Universe (Steve Rogers isn't there!) could step up their game and do the cowl justice? Who in the Marvel Universe would be the next great Batman? Meanwhile, who in the New Earth Universe (Bruce Wayne isn't there!) could wield the shield and become the hero everyone respects and trusts? Speak your mind!
And no, saying characters like Squirrel Girl and Stilt-Man isn't original or funny anymore.

I don't know DC characters well enough to have an opinion on who could take over in that universe as Cap. I will say that I think Clint Barton might make a pretty good Batman though.

I've always considered Daredevil to be the closest thing Marvel has to an equivalent of Batman. They both get a crapload of ladies, but none that actually last for that long. They both have a big thing about being fearless and instilling fear in others. They both take on gangs and crime bosses rather than supervillians (most of the time). They're both ninjas. The only really major difference between them is that Bruce is filthy rich.

And there's already someone filling the Cap role in DC: Superman.

Batman's formation of Batman Inc. and the taking on of multiple sidekicks is an important part of Batman. If he functioned like he did on New Earth then he would undoubtedly set up a network and start training people who could carry on in his absence. Also, Batman's penchant for working against, rather than with, the government may put him at odds with most heroes like Punisher. Assuming that he does become the hero he is o New Earth, the most viable replacement for him would be Wolverine or Spider-man.
Captain America does not bring anything of value to the Justice League so I don't understand how he achieves anything of note on New Earth as he would be just another street leveler. But assuming he does, Manhattan Guardian is the most ideal.

Wolverine has everything that is needed to be Batman. He is incredibly smart, well trained, and damn near unkillable. His tortured past makes him a perfect Bat Sidekick. Wolverine is everything that Cassandra Cain was, and Batman took her in and trained her to become a hero. Who says that Batman doesn't take in Wolverine.
Spider-man also has everything he needs to become Batman. He is incredibly smart, somewhat well trained now, and has the powers needed to remain a powerful foe. His lack of parents makes him a perfect Bat Sidekick. Peter Parker lost his parents, jokes, and is highly acrobatic so he is almost exactly what Batman would be looking for in a Dick Grayson replacement.
You have to realize that a Marvel Universe with Batman would have him take on sidekicks like maybe a young teenager who cracks jokes with Spider powers or former assassin with no memory designed to be the perfect killer. Though maybe X-23 would fit more aptly here but she is a girl and cannot be Batman.

She stopped when she was horrified at deaths she was causing when working for her father. She ran away, then she was picked up by Batman during the No man's land arc. Wolverine would be terrible as batman because he considers murder acceptable, is ready to use it and doesn't regret it. Heck his run in X-Force shows that to him, the way to deal with genocidal murderers is adamantium claw to the brain. Parker would be terrible as Batman because he doesn't have any stones. He doesn't consider fear an acceptable tactic. Batman uses fear as one of his most powerful weapons. Peter would likely be someone Batman could grow to trust but he would never be someone that he would consider to take on his mantle. The only one worthy T'Challa. Heck he's already Marvel's batman.

As far as becoming Captain America, why not on young Clark Kent? Supes was pretty bad ass in JLA/Avengers wielding the shield. He also was raised with the values needed in the old DCU for the job.
