This is a hard one. To my knowledge the current Union Jack hasn't done anything noteworthy. Patriot has tangled with the Skrulls , the Young Bastards and Herbed up Norman Osborn as Iron Patriot. So I'll give it to him for now.

Union Jack should be able to take Patriot. Patriot is less experienced and a mediocre combatant.
