He's at 4 locations. I've looked it up on youtube, and he is not showing up at the 4th location for me.
Also, with the Deadshot side mission, nothing happened after I completed the first investigation. So I'm stuck at one.

The fourth location, I think you need to go on the map and put the circle bits into a slot that will reveal where he is. And that'll be a church.

So far I only spotted him upon exiting the first Two-Face encounter (I say first because I have no idea if there's another). I went to the ferris wheel and he wasn't there...Guess I need to seek out the other locations.
