Who do you believe deserves a shot at a title? Be it an on-going or a short volume, who could take center stage and why?

It depends on your definition of worthiness, I guess. There are plenty of interesting characters that would deserve an on-going, or a mini, yet there is no direct interest from writers to expand on said characters, or sufficient sales for them to retain a book, even on the occasion they'd get it, to begin with.

Captain Marvel has deserved a series for ages!! Just bring out a Shazam series. I'll see what this one shot will be like but am not looking forward to it because it'll be mostly about Freddy.

Don't worry about real-world issues, such as what writers would take interest, sales, etc. In ideal world, then, I'd choose: Baron Helmut Zemo Silver Surfer (he has an upcoming mini, fingers crossed) Captain Britain the Spectre Iron Fist Adam Warlock

He's not the only one either. Marvel has a lot of underused and underdeveloped characters that have the potential to be really interesting characters if somebody just gave them the spotlight for a couple of issues.
