Why do you think it's OoC for Rogers return to the Cap attire? Agreed on the others. Because he realized that going back to the costume puts Bucky's life at risk. Based on Steve's decades of character development, he would rather die himself than risk that with Bucky. Hell he would probably let an entire team of superheros die before intentionally putting Bucky in that situation again.
