I haven't read all of Dragon's appearances, but from what I've seen he'd likely be a 7. Shiva, too.
We had an exchange with K4tz concerning Drakon. Let me repost my opinion.
As for Bronze Tiger, it is conceivable to name him a 7. I wouldn't rank him at the top 3 by any means, though.

Sm- just about everyone has a low moment or poor showing, but to be a top tier 7, I would have to say those moments should be pretty limited

Also, I'm certain Drakon never goes fall out. I believe his only issue is with killing. He won't kill an opponent unless someone specifically pays him to do so. However, he generally seems to enjoy toying eith others and taking his time with them, so it is reasonable to say he rarely fights at 100%.

Yes, but the difficulty in judging just HOW skilled he is comes with the fact his speed gives him a massive advantage over street level enemies. So even if Drakon is less skilled than Connor, he can still beat him with little to no effort thanks to his speed. But is he truly less skilled and the speed makes up the difference, or is he on par in skill and the speed advantage allows it to be such a stomp? That's the million dollar question.

The question was regarding Drakon's compulsion to go all out against an opponent (or, more accurately, the lack of it), not how much of his ability is sheer skill and/or speed.

Enhanced stats should be taken into account when determining skill. BUT, some people get too carried away with guys like black panther and think all his showings are attributed to just his enhanced stats, which is clearly not true. What I've seen of cap is tha he is very skilled, and his stats just enhance his skills. Not the other way around.
