He did show a great display against Shiva. I also believe he would beat Bruce. Bruce is 7. However I think he'd be a 6. Connor that is.

I'd put Superman 3/4. When he has no powers he shows that he is well equipped to handle himself. I'll let uses decided whether he's a 3 or a 4.

Exactly, which is why I'm leaning for towards a 3. He's had some training from Cap, so I'd say he's above "normal" when it comes to that respect.

He put up a very good fight against Shiva, but some things don't quite add up. Shiva was the Paper Monkey, the martial artist supreme of the Monkey Fist Cult. Second was the Silver Monkey. SM faced off against Connor twice. He trashed him the first time, and lost due to CIS the second, despite putting a hurt on him again. During both fights, Connor never displayed skill at SM's level.
Now, Connor received NO additional training in between those fights, and his encounter with Shiva. He just found an "inner peace" or something appropriately vague due to a memory of Ollie.
So, going from getting trashed by Shiva's chief lieutenant to giving a hard time to Shiva herself is a stretch.
After the Shiva/Connor fight, both Batman and Tim Drake give Connor props as being # 2 in the world behind Shiva. However, at the time of the second statement, Cassandra Cain also existed, and her existence was clearly disregarded. On another book (Birds of Prey), Prometheus ranked Shiva as being # 3 in the world at about the same time. So, if Connor is behind Shiva, and Shiva is # 3, who are the # 1-2? Which statement is true?
Plenty of contradictions.

I think a 10 tiered system would be more accurate than the current 7. However that is just me. It gives options to seperate out some characters who seemingly are very close (both could be 6's) but one clearly is superior to the other.

I mean it's all very difficult to guage. Any way we set it up there are going to be characters who are grouped in the same ranking who may not exactly be of the same level of skill. if we were to have a 10 tiered system i would like 10 to be reserved for characters like Karate Kid and bats 1 Mill who defy convention.
