Fight takes place in galaxy that cannot be busted.
This is Death of the New Gods Orion.
This is Current Thor.
Orion has his Astro Harness and mother box
Thor Has Mjlonir
Win by KO or Death
Morals are on
No one is bloodlusted.
Who wins and why?

Nice battle, very tough to call IMHO. I'm assuming since you mention only the Astro Harness that there's no mother box. I don't think it matters where there's no blood lust or not both are very much warriors who will go to lengths beyond most even with morals on. There is the possibility that the mystical barriers Mjlonir sets up could compete with the source wall and weaken Orion but that's pure speculation. Too close to call (at least this early, I'll wait until Soverign weighs in on Orion to fully pass judgment)

Even sans bloodlust, Orion seems to be rather brutal in his methods. I'm not sure Thor possess any innate advantage other then a broader range of abilities.

Stalemate there mere images of each other
Classic Thor and Orion seem absolutely even across the board, but if it becomes physical I give the slight edge to Orion.

Neither really have an advantage against the other. Thor arguably has better feats, but Orion usually goes against stronger opponents, so I'm inclined to give him greater strength. I would like an answer to Beat's question: Does Orion have his Mother Box. He would be somewhat disadvantaged without it.

Isn't current Thor weaker than classic?

Really out of topic, but has Decoy left? You will need to take this to one of the 'General Chat' threads such as 'The Official What's On Your Mind Thread' or the 'Official Hello and Goodbye Thread.'

Really out of topic, but has Decoy left? He hasn't been around for quite some time. Back to the topic, I agree with Creator.

Isn't current Thor weaker than classic? Depends who is writing. Astonishing Thor's divinity was allowing him to universe hop, nearly split the planet kissing another goddess(wind elemental, which even if hyperbole the same kiss KOed Alter Ego) and be creative enough with his abilities / fighting and not just rushing off to fight Ego or Alter Ego. Guys like Thor are as powerful as they need to be.

Technically, and by technically I mean according to Doctor Strange...When Strange removed the OF from Thor to repair Mjolnir in JMS' run, he said that he was back to the same levels as he was before he had the OF. So aside from having the OF and being RKT for a short period of time, classic and current THor are the exact same character.
But similar to what Hellos said, a lot of Thor's power has to do with the writers, and where the story takes Thor. On earth, he is unlikely to unleash much of his power for fear of killing innocents. In space, he uses his powers on a much larger scale. Check Chaos War: Thor #1 for an example.

Is that really different from any other top tier character?

Is that really different from any other top tier character? From what I understand it is different for just about all dc characters from silver age to current. For marvel off the top of my head; silver surfer, nova, doctor strange
