Katara would probably be your best choice as I don't know that he'll allow Toph. Though, keep in mind that picking any bender will take up both your skills and powers slot.

I'm not sure if it would necessarily have to take up both slots. All four bending arts are based on pre-existing Chinese martial arts. As an example, the movements and actions used for waterbending are based on Tai Chi, movements for earthbending are based on Hung Gar, ect. All I need to do is get the skill set from one of those guys who have mastered just about every martial art on earth (Batman, Mr X, ect), and the rest can be worked out with my month of training. Although, TBH, it's not much of an issue now. I've started to work out a guy with a different power set instead. It looks like using the element of surprise could gain me an advantage in nearly every fight I'll have. Nightcrawler's powers are looking pretty useful right now.

The Gambit of which I speak was actually apart of the Weapon X team not the Exiles team. But yes, the Exiles is something you definitely need to finish as it is awesome. Also, Dane, could I get a ruling on the two questions I asked. I assume I'll get Doc Ock's titanium arms but I would like to know if I could get other equipment through the black market. Specifically, I would like a riot shield with a lights, Nightvision Goggles, smoke bombs, a long range microphone, and an IR Scoped PSG-1. All of the power sources are likely incompatible with the walkie talkie that we use to call in support so I can't use them to get more support calls. I am cool with stipulating this before hand just in case so that there are no issues. I said they were fine. You can use his adamantium arms as long as it doesn't grant you strength above Spider-Man. You can get anything from the black market/regular stores as long as you can physically carry it. If you can't physically carry it then you can't. And don't say you're using Doc Ocks arms to carry things or you won't be using them in combat since your hands are full of groceries. Just to be clear, if you write an intelligent and honest scenario that will be fine. If you try to loophole my rules I'll tell you to piss off and try again.

Before I make my character, I have a question. Do you want us to be going with comic characters only, or are we allowed to use other mediums as well. The medium I'm specifically thinking about is Avatar. I'd like to know if any bending powers are allowed. Any Universe is fine as long as they fit into the rules. The condition of Gotham will be the same as during No Man's Land. (Most of the hospitals will be destroyed and the rest will be full of earthquake victims).

Hmm. I was hoping the hospitals would be in better condition. I'll feel bad about crippling all those guys and then just leaving them to their own devices.

If I can't have hospitals available for the guys I cripple, I can at least use weapons that cauterize their wounds.

@nexus if you read the OP you need to capture Arkham Asylum and/or Blackgate Prison and send your enemies to an appropriate holding facility once you've knocked them out. If the GCPD are liberated and have a clear path to either they'll clean up after you.
If you're cutting people's limbs off with some lightsabers then I don't know why you care if they go to hospital or not frankly.

I know, it's literally the longest scenario I've ever made. I realize it's not for everyone, in fact it's not for most people. I really have no expectations for anyone to complete it.

That is a more traditional design for a riot shield but there are some rounded ones. I was actually thinking something more like this. Also, why would I want to throw it? I have the ability to throw exploding discs or to accelerate discs to bullet level speeds. The shield is for distracting enemies and protecting myself with maybe a good accelerated shield bash here and there.

um... well, ok. I guess I look forward to your solution.
Do keep in mind the human limitations on carrying. You won't be able to carry around a Sniper Rifle and a full-sized Riot Shield for fairly obvious reasons.
