I know one was an X-Men issue and one was a Fantastic Four issue. I do not know where the third one came from. One person I saw said there were actually 5 references to that feat. But since I only have seen 3, I am only willing to state 3 myself.

It doesn't matter how many references there are to it. Athletic humans have dodged Cyclops' optic blasts, they aren't light speed.

Bullet timing is about the sum of it. Besides, characters dodge attacks that should be undodgable all the time. Random X-Villain dodge Storm's lighting bolt? Sure thing. Does the villain have super speed? Nah.

Ozymandias is not on the level on Black Panther, Captain America or Batman, he's Peak Human at most and is an above average fighter. (Would be a Mid - Low 4 on our fighting rank chart, in myopinion) He just seems good, because he goes up against smelly hobos in masks and washed up superheroes.

But when your hands shake and you've never held a gun before, the chances and time your opponent has to estimate where you will actually shoot is within the realm of possibility, particularly for comic book characters.

Misconception: Darth Vader is slow. (Wrong. He is slow compared to other Force-sensitives. He is not slow. He has displayed reaction time comparable to most others and average combat speed. He fought evenly with characters such as Rebellion era Luke and Obi-Wan, the former being fast enough at the time to swing his lightsaber so fast that there are several residual green streams resembling a "net of hard light," and the latter being fast enough to strike three opponents "between the start of a yell and conclusion of a blink.")
Note: Vader's speed is rather inconsistent though. He seems fast enough to fight whoever he needs to. He could combat Obi-Wan, Luke, and numerous other Jedi, but Maul appeared to have an edge because of agility/speed, the Dark Woman disarmed him, and TFU novel stated that Starkiller was faster despite having no speed feats prior that outmatch Vader's (to be fair, TFU was filled with poor writing; so the validity of that example is questionable). So, Vader's speed being inconsistent would be more accurate than his speed being low.
