This is versus Geo-Force where he uses his power in a wide radius and across some good distances. Image 1: BL projects a continuous stream of electricity out about 30 feet and seems to be causing it to arc down towards Brion. The energy blast where it impacts Brion's shield appears to be about 4 feet in diameter. The power level of the electricity is difficult to estimate. Image 2: BL blasts through the stone shield That encompasses him. From the size of the sphere I would say it's Walls were at least 1 foot thick. Image 3: We see BL shooting electricity over 15 feet at Brion. The power of these blasts is sufficient to blast through his stone shield (6 inches thick). The blast area is no bigger than in image 1. His final blast is big enough to blow Brion dozens of meters back which is significantly more powerful. The electricity area effect as seen by the twin bolts is much bigger, taking on a total area at least as large as a house. Image 4: BL causes electrical strikes at around 50 feet to hit Brion and BL is encased in an electricity beam that again has a large area of effect, akin to the size of a house. Image 5, 6 & 7: show nothing Image 8: BL releases an immense blast centred on himself so the range is nothing however the area of effect is much bigger as shown in comparison to the nearby houses, being several times larger, say as big as a football field. The power level was also big enough to demolish several stone houses. Image 9: shows nothing Image 10: Brion gets to his feet so the explosion power level was insufficient to drop him. Image 11: shows nothing. So from this battle BL displayed the following levels Distance: 30 feet which is rating 4, being between 5 and 25 metres Area of effect: the big explosion, bigger than a church but no bigger than a football field, so rating 9. Power level: the big explosion again. You have to sometimes estimate here but to destroy several houses so easily is much bigger than a hand grenade or 2 kgs of TNT. I think you would need at least 20 kgs of TNT Nd possibly more. So this would mean a rating of 8 or 9. I would vote for 9. Power manipulation is split in to control (distance and area of effect measurements) and power level. So the next stage is to average the ratings for the distance and area, which were 4 and 9. This gives us a total of 13 for the control aspect. The average is thus 7 (I always round up). Next his power rating was 9. Adding the 9 and 7 gives us 16, making an average of 8, so BL has an overall energy manipulation score of 8. I hope this was clear enough for you. The plane looks at least twice the size of a Lear jet. BL uses a small energy beam and does not have to manipulate it at range. The explosive power to destroy the plane was not as great as he has shown in the explosion previously but we could estimate it to be a rating 7 for power level as it was obviously bigger than a hand granade. Image 1: shows he manipulates the electrical energy from quite a distance away from the building. I would estimate around 100 meters. Image 2: shows that the energy fills the entirety of the very large house and is sufficient to destroy it. So for area of effect it is covering at least an area as large as a church (rating 8) and the power level to destry it (but leave the outer Walls up) I would say is an 8 (around 20 kgs of TNT) Looking at that image I would say he gives the turret section an opposing magnetic field to the track section, so they push each other away. He does not control the bolt over any real distance (shooting lightning at a tank is easy....) but the area of effect is As large as a dump truck (rating 6) and the power level would need at least 20 kgs of TNT to accomplish but likely more (rating 9). In this image he sets it up so he acts like an attractor for the lightning to strike him. He does not actually control the lightnings strike but merely makes it more attractive to hit him. So his distance rating has not improved. If his power levels were uncalculable then he would not have Begun to tire in his battle with Brion and would have been able to drop Brion in his tracks. I'm afraid his power level can be calculated. It's one of those stirring narrator statements that make little sense. Controlling the entire earth's magnetic field would give him a Distance rating of 16 (every where on earth) and an area of effect rating of 20 (cover the earth). To control such a large magnetic field would also mean he needed a power level of 17 as well. I hope this helps.

Thanks creator...thats a lot to take in haha From the scanned feats we at least see some consistency in Black Lightnings abilities. So from the scans, his best recorded ratings were Distance: 5 (100 metres) Area of Effect: 9 (football field) Power Level: 9 (up to 200 kgs TNT) Overall: 8 So for the control aspect he has 5+9=14. 14/2=7 for the average. Then for the overall energy manipulation score he has 7+9=16. 16/2=8 for the average.

Liberty Belle (Libby Lawrence/ Chambers) (Sonic) post ASS retcon obviously LB's sonic waves in All Star Squadron were powerful enough to create sonic barriers to stop bullets and to catch the falling Liberty Bell (which I believe weighs almost 2100 lbs or 950 Kgs and throw it a few hundred feet at Baron Blitzkrieg. They were also enough in Young all stars to throw force waves that the "son's of Dawn" (south Americans who were empowered by Hugo Danner (the father of Arn Munro - 1938 level Superman powers) were forced back by throughout their village (in a valley).

He has also controlled the Earth Electromagnetic field for a short time, though it took all he had. He has also absorbed Electricity from a Nuclear tank and funneled it into a wide blast against a robot that was taking down Kyrptonians, which destroyed it. He has also defeated another Kyrptonian level opponent, but I can't remember his name :/ I don't suppose we have any scans of these feats ? They would really help in ranking black lightning as they are a lot higher than his other feats.

Thor also has energy blasts, but I'm not sure if you want to consider these magical or not. I missed the section where you said should we consider these magical. It's a good question. For now as it seems we only treat them as energy blasts and they are not changeable in the sense of a magician casting spells, I would say let's rank them on this grid. For starters there is the 'anti force' blast he has used to kill Loki with in the past. Then there is the 'god blast' he has used against Exitar. Finally Thor has often absorbed energy blasts in mjolnir. Thor – Anti-Force (Object)Distance: 1 (After projecting the blast he has no control over them) Area of Effect: 6 Power Level: 19 (shown to be capable of slaying Asgard an gods, KOing Thanosi and destroying Magog) Overall: 12 Thor – God Blast (Object)Distance: 1 (After projecting the blast he has no control over them) Area of Effect: 8 (shown to easily cover Galactus) Power Level: 22 (thrown back Galactus, given pause to Exitar and pushed the juggernaut back) Overall: 14 Thor – Absorbtion / All (Object)Distance: 4 (he is usually relatively close to the energy absorbed) Area of Effect: 9 (he has absorbed energy projected by kang over a large area) Power Level: 22 (shown capable of absorbing the energy from a null bomb) Overall: 15

Starman (Ted Knight and descendants)
With his star rod he has put up Shields over areas of cities (several blocks) His shields have withstood some pretty powerful blasts up near what a GL construct could (note NEAR not AT) He's extended his anti gravity field pretty wide (flown many of the All Star Squadron) he harnesses the power of many stars but the most I've seen him "use" would be that of 1

Luckily I have already done some homework on Black Bolt as part of a whole series of characters I have been preparing. Under the heading of Electron Manipulation, Black Bolt has deflected a solar flare at long range, destroyed domes that have easily resisted nuclear weapons and sent shockwaves round the world.
